28. Plaza de la Virgen Blanca, Vitoria-Gasteiz

Vitoria-Gasteiz is one of the few places around, along with possibly San Sebastian-Donostia, that gives its Basque name equal prominence by using both. This ancient town dates back to the 12th century and was developed in a ring of concentric circles around the old fortress. Every year in August they hold the five day Fiesta de la Virgen Blanca in this square, bizzarely featuring Celedon, a dummy that flies in on his umbrella like Mary Poppins in a boiler suit, down a wire connected to the top of the cathedral while those beneath toast him with champagne. It used to be the custom that his arrival was greeted by everyone lighting up a cigarette and blowing smoke so he could descend through a cloud, but this was thought to be a bad example to the many children present. However, the gentlemen above are soliciting signatures on a petition for a return to this tradition.
